ICV CERTIFICATION
UAE Compliance
What Is an ICV Certificate in the UAE?
Learn what an ICV certificate is, how the UAE National ICV Program evaluates local value, and why ICV scores can matter in participating-entity procurement.
In-Country Value is one of the most direct growth levers for companies that sell to ADNOC and UAE government entities. ICV is not an ISO standard. It is a scoring programme: how much of your spend, employment, and investment stays inside the country. The score sits on tenders. A weak score is a commercial problem, not a paperwork problem.
Core Care helps first-time applicants and organisations that need to lift an existing certificate before the next audit cycle.
Why scores stall
Most stagnant ICV files share the same pattern: evidence assembled in the two weeks before the auditor arrives, spend classified inconsistently, and no one in the company capturing data the rest of the year. Scoring guidelines also update. A pack that worked two cycles ago can lose points against the current version.
We start with a diagnostic against your current certificate, identify the levers with the largest realistic impact for your business model, and rebuild the evidence pack. On a logistics engagement we moved a client from 41% to 68% across one cycle, then trained the in-house team so the score held at renewal.
ICV and operator portals travel together
ADNOC vendor registration and prequalification expect a current ICV certificate. TAQA files often ask for it too. Getting ICV right is part of getting the vendor file right. We coordinate the evidence so financial statements, local spend, and portal uploads tell the same story.
If you want to enter ICV or improve a score before the next tender, send your latest certificate on WhatsApp. We will tell you which categories are worth attacking first.
